Mock Congress Bill

The following is a bill I created for Mock Congress

This Bill has been drafted by Ravit Sharma, who was assigned the role of Marco Rubio to present to the Foreign Relations Committee.


AN ACT TO: ESTABLISH A MILITARY BASE AND HOUSE TROOPS IN CHINA AND TO ENSURE THAT IT IS NOT INVOLVED IN THE PRODUCTION OR STORAGE OF NUCLEAR WEAPONS.


Section 1. Definitions “Military Base” shall be defined as the facilities required to maintain a minimum of 70,000 troops. “Investigator” shall be defined as the official in charge of sitting in the helicopter during an investigation and recording any suspicious areas that could hold weapons of mass destruction. “Examination” shall be defined as the act of exploring areas found to be suspicious and destroying any weapons found to be capable of mass destruction. “Mass Destruction” shall be defined as the death of greater than five-hundredths (0.05) percent of the total population or significant eradication of significant U.S. territory. “Backup” shall be defined as the troops not actively in an investigation, but ready if called by troops for an investigation that have encountered difficulty and require assistance.
Section 2. Purpose Suspicions of production of nuclear weapons in the country of China result in potential infringement upon public safety. Establishing a military base in China that would keep a check on the country would consequently reduce the risk of injury to the public through action of the troops of the military base.


Section 3. Provisions A military base shall be established in the country of China with supplies to sufficiently house the troops, including but not limited to food, water, shelter, and weaponry. Every 30 days, a minimum of fifty thousand (50,000) helicopters with one pilot and one investigator shall be sent to examine China’s territory to ensure that there is no storage of nuclear weapons or any other form of weapons with the potential to cause mass destruction. Any area found to potentially house these weapons by the discretion of the investigator will be thoroughly examined the next day by at least one thousand (1,000) troops per square mile. Backup will be provided if required.


Section 4. Special Provisions The guns purchased for the use of the troops as part of the weaponry used in the examination shall be purchased from the company “Brown’s Guns” of the model “TX - 330”.


Section 5. Penalty Clause The Penalty Clause would not be appropriate in this case due to the fact that there is no obligation imposed upon any individual.


Section 6. Appropriations Clause All required funds for the creation of a functioning military base, the funds for sufficient troops, as well as the money for any other supplies essential for the function of this bill will be directly provided by the United States Department of Defense.


Section 7. Enactment Clause This bill shall become effective upon the passage of this bill into law.

Section 8. Safety Clause The Senate of the United States hereby finds, determines and declares that this Act is necessary for the preservation of public health, peace and safety.
